who think's the second hokage is the weakest hokage out of them all probly accept danzou

well i know that the forth hokage is the strongest and the third is the next and the first is next after him then its second then its tsunade thats in my opinion

in my opinion he suck all he could do is genjutsu an waterstyle
first hokage wood style an sealing jutsu
second regular water style an genjutsu
third wise man an has summoning jutsu plus lots of element jutsu
4th teleportation jutsu rasengan summoning jutsu senjutsu flame rasengan double rasengan an
5th amazing healing power's can treat almost anything incredible strength paralizing taijutsu an summoning

so in my opinion the order is

4th
1st
3rd
5th
2nd

well good order but 2nd is stronger then 5th all 5th does is heal

but summoning second has no protection against it 2nd sucks
